Director Chris Robinson, after a three-month stay, is building his production company in the Baltimore region instead of Atlanta, including a teaching studio for local artists. Actor Kalen Allen — who has more than 2 million TikTok followers — is moving to Baltimore from Los Angeles after completing a run of the comedy “Bocking” at Center Stage. Recent productions filmed here include “Lioness,” “Lady in the Lake,” and “The Baltimorons.”

The headwind: Maryland’s film tax incentive is capped at $12 million a year, while Georgia and New Jersey offer uncapped programs. But with local crews, historic sets, and a city saying “artists are welcome here,” the tide may be turning.
